Cadence Works have said that one form of innovation for public services would be for actions and policies to be reactive to problems defined by users and front line workers. Too much effort goes into consulting on solutions to the wrong problem. Patient Opinion is currently doing a good job of collecting opinions on health care and ensuring that the insitutions involved get to hear good and bad. The question for us is how do we move from counting opinions to making opinions count? ... more
