Innovation and half empty-full glasses

There seem to be two main public policy approaches emerging to deal with the recession and impending public spending cuts. One is optimistic, the other less so, or as someone once said to me 'less glass half full, more glass smashed on the floor and shards stuck in foot' (thanks Matt Harling).

The positive view is that smart cuts in spending combined with freeing up the front line to innovate could lead to a transformation in public service performance ... see Matthew Taylor of the RSA and David Albury's et al's work for NESTA. The less optimistic view is mainly coming from opposition parties, who are not suggesting we are all doomed, but do appear to have a rather shakey grip on the liquid holding vessel. Who is right? That is probably not a good question at the moment, a better question might be; what will they be saying this time next year? Cutting waste is so much easier to say in opposition and how do you make your mark if you don't set up some new stuff and cut a few ribbons?

Cadence's work across all projects has to (and we enjoy) keep up with current thinking, but htinking ahead is just as valuable too, even if clients understandably are more concerned with the most pressing issues.
